I bought this one based on the fact that I'd never seen it before and it looked like a rarity.
It turns out, this is a Dutch bootleg of the Rust Never Sleeps movie's audio. Audio quality seems comparable, at first listen, to the DVD, but I feel like I kind of got screwed paying for a bootleg something I already have in a legit version (pretty much the same if I leave the TV off).
This one has made its way to some legitimate US distributors, including Amazon, so it's something you might conceivably run across.
I understand that the same Dutch outfit is circulating a DVD version that is simply a bad VHS transfer with the credits chopped off. Blame kludgy Dutch copywrite law for these making it to the larger legitimate market. I'd steer completely clear.
The official DVD release of Rust Never Sleeps is an excellent purchase, as is Live Rust, the album that supplemented some songs from this concert with others recorded on the same tour. Maybe the best intro to Neil's work.
