Problem with Pioneer PL-5 Turntable

Just picked up one of these. Have one minor problem. Platter is spinning about 150rpm or so, haven't put a tach on it to test. Speed control makes no difference.

Any ideas?

Time for a recap. My PL 71 does the same thing. It's in for a recap. Marantz decks like to do this also. Never had this problem with Kenwood, or Luxman.

How big a PITA or PITW(pain in the wallet) is doing this?

Usually only five or six caps unless a really high line table.
Don't know if you get in from the bottom or under platter on PL-5.
Easy if you can solder.
