D-Oh!!!!! I've rescued a bunch of stuff from this sort of event while in State College PA. I wish I had seen it in time( or been able to get away from work for the day).

There were two lanes running through a building at solid waste authority, with Boy Scouts unloading them and filling up crates. Most of it was computers...but there were a few gems, like Bricktop's winter project for one...:)

Around here, they wont even let the public look, let alone take anything. They're probably being paid generously by some Chinese salvage company.
