I won a 'Not As Described' dispute, was refunded the money and now I see the case has been re-opened because of an appeal by the seller.

I followed PayPal directions to return the item in received condition and provided a tracking number. Item was received by seller and the dispute was closed in my favor. Does the seller have a leg to stand on?

Never heard of an appeal. I thought a decision was a decision (seems contrary to the process to even have an appeal).

NO... The seller doesn't have a leg to stand on. I've spoken directly to Paypal representatives about this very issue. They said 99% of all seller appeals are denied.

The growing problem here is that you could have returned an empty box back to the seller and still won the significantly not as described dispute. Once paypal receives confirmation that the "return" package has been delivered back to the seller, the buyer automatcally wins the dispute claim, regardless whether the original merchandise or a box of rocks was returned.

So an unscrupulous buyer can file a false claim, get his money refunded and still have the merchandise obtained from the seller. Yes, this is really true so each seller should be careful in their transactions.
