Sound card works fine, speakers work fine, can play music through iTunes and WinAmp just fine, but somehow I've lost the ability to play any sounds from any web sites at all.
Any ideas??

If you are using internet explorer, goto internet options , advanced, scroll down to multimedia, make sure the play sounds in webpages is checked. Hope this helps

IE has a setting, in Internet Options, Advanced, that lets you turn on/off web page sounds. I have had settings changed on me, but not BY me. Never found out why.

Ok, this is getting weird. I can't get into Internet Options. "Restrictions" have been put in place by my System Administrator"???

Oh, goody. I get to futz with the Registry. One of my favorite things...
A damaged Windows system registry or incorrect permissions in the registry may prevent Flash Player from installing or registering correctly.
Symptoms of a damaged registry or incorrect permissions may include:
* Error during Flash Player installation:
'Failed to install. For Troubleshooting please see: http://www.adobe.com/go/tn_19166'
* Flash Player installer finishes with no error, but Flash content cannot be viewed in Internet Explorer.
* Some sites tell you that you do not have the correct version of Flash Player, even though you just installed the latest version.
* Some sites tell you to reinstall Flash Player, but after reinstalling the same message occurs.
Download SubInACL from Microsoft to fix permission issues that prevent the Flash Player installation. For instruction on how to run SubInACL to fix these permission issues please refer to "Download SubInACL from Microsoft to fix permission issues that prevent the Flash Player installation" (TechNote fb1634cb).

Sounds like a browser hijacker.
Never a good thing.

try a restore and install spybot search and destroy, the new tea timer scans every executable for malware http://www.download.com/3120-20_4.html?qt=spybot&tag=srch&tg=dl-20
