Out of your choices, the Otari is the best overall deck. Incredibly sturdy, reliable, easy to service, parts are no harder to get than others, ALL direct drive, AND can play back 2 and 4 track.

Not only that, it can be biased and eq'd from the front panel for any tape, does NAB and IEC playback and the headblock unplugs. Otari still makes the MKIII version.

They are VERY good machines, thankfully overlooked by the bay crowd for their value.

After having a GX-747dbx, I am underwhelmed with it. I keep it just for looks, really.
The RT-909 sounds very good, but not as solid and flexible as the Otari by a longshot.
It IS pretty, though.

If you want a machine that'll change the way you see reel to reel, try a Studer. Pretty much any model, although I am partial to the A810.

Sorry, no scaling. :D

I would say yes, but good luck finding parts for it. It's a nice deck, but on my "impractical" to keep list.

Those are all nice machines, but, the Otari is perhaps the best overall as it's a pro machine, so it's very sturdy and parts should be fairly easy to come by. Sound quality, if properly maintained should also be top notch. There is one other machine that you may want to add to that list. If you want a very flexible pro quality machine, then the Tascam 44OB (the new 44 not the older one) is a great deck, they are hard to come by though. Ultimate of course (for me anyway) may just be the Studer A810 as Tinman said.

For me, the Otari is best here. 2 track recording, 4 track play head (usable by switch) and easily had parts and service (they still make them). The Sony is nice, but if it breaks there are no parts. The Akai is more looks than reliability and parts are unobtainium. The Pioneer is excellent and scarce parts. The Teacs are OK machines but no Otari. Recommendable if you want 1/4 track recording. The Otari is after all a professional machine (broadcast grade) and will outlast the others combined in hard use. It's easier to maintain and align if you need and much more flexible. The Fostex decks were not too reliable when they were new. Parts are getting very scarce and they are repair nightmares.
