some kind of PA amp. obviously homebrew.

That doesn't look home-brew to me. Maybe a kit, but not a home-brew.

Maybe it's a NEETS (Naval Electrical Engineering Training Series) project kit, or something similar?

Gordon.

Not homebrew. Goverment contracted specific-purpose builds more than likely. As to who did them... :dunno:

it was in a big case

My experience with cased mil-gear has been that there is one tag that covers everything inside. I'd look on the case itself first. It is unusual that there is no model number or mil designation on that piece however.

the tag is gone you can see where it was on the case but its m.i.a.

Hi

Something makes me think it's British?? The bakelite knob style and the bindings on the wiring.

Nah, it could just as well be American build. In fact, it looks a LOT like Stromberg-Carlson internal construction, to me... one wonders... :scratch2:

Gordon.

USN acceptance mark clear as day, decidedly not British.

It looks very similar to the Newcomb amps one pull sout of their portable record player PA systems, with the slanted chassis, PP 6V6's, however the wiring is a lot nicer on this. Probably a popular layout/chassis design at the time. Like the potted trannys too :thmbsp:
