These are on a B12GH and a B12H (Papst and Ashland motors, respectively).

Both tables run fast and one is beyond adjustment correction. I think the idler on this one needs rebuilt.

I'd assume they are start caps for the motors, which has nothing to do with speed.
If the idler pucks are out of spec, that will indeed cause a shift in speed.
