There is a Delta CD drive with a Sigma II D/A converter(tubes) in a local pawn shop. Looks to be in good physical condition with cable to connect them. They are asking 750.00CND for the pair. I know nothing about the gear or if this is a good deal. Seems like higher end type gear than I'm used to finding. What year would this be from and what kind of quality would it have?

The quality is fine but most used DAC's ( read older) are quite cheap on the used market. $750 in a pawn shop is way too much to pay for these pieces unless you are absolutely gaga over them. You find this combo quite regularly so its not tough to wait for a much better deal to come along. With DAC's it's all about the newest fangled technology, so no matter the original sticker price ( which I'm sure was insane) once it falls behind in the techno battles its value falls considerably.

Since the bluebook is often referred to as the pawnshop bible I can see where they think these pieces are worth $750CAN. In the real world though, not too many audio guys I know would fork over that kind of jack for 12 year old digital technology.

I remember the DAC to be very "musical" and non-aggressive, with a slightly-behind-the-speakers soundstage.

As the head of Toshiba was a fan of the CAL designs (Icon player and others I don't remember), a deal was signed between the two brands so the drive used a Toshiba mechanism. Neither are very good-looking but refined-sounding units... the tube helps! If I remember well, it was a 12AX7?
