When you sent a package insured what proof does the PO provide and can you trace it with these numbers?

they give you a little green reciept for the insurance. I'm pretty sure tracking is extra.

Tracking is extra. Also read the fine print. If something comes up missing, they usually want you to give them 90 days to see if it turns up.
