To measure speaker diameter do you measure from the inside of the surround (foam, rubber, whatever) or do you measure from the outside of the speaker basket, or ???

The nominal size is usually loosely based on the O.D. of the speaker basket, although a 10" speaker, for example, might measure 9-7/8", 10-1/4", etc. - Mark

I usually use a ruler... :D

Mark Anderson is correct, they can vary some. If you are ordering foam surrounds, you should measure the OD of the cone and OD of the frame (basket) also note if the area that the surround is glued to is flat or angled in with the shape of the cone.
