That's that same scammer guy,,, looks like he's spamming or just screwed up his html stuff real bad with cut and paste. I report him about 3 or 4 times a day. It's in home and graden too...LOL! what a dic.

I have bought a couple of tractors on eBay and at one time under tractors and farm machinery there would always be 3 or 4 $20000 tractors for a buy it now price of $5000.Always had some reason not to contact through eBay,no paypal ,no inspection.The curious thing is that there has to be some people dumb enough to fall for it or they wouldn't keep doing it.

Check out the listing on the stack of Pioneer 9500 series in Italy with the seller ID saying he is in the UK.Gotta love eBay.

Scammer or not, the seller needs to take HTML-101.
I have reported a few sellers for pulling crap like this and they don't seem to do much.
My guess is they have so much of it going on now, they can't keep up with it.
If someone places a short term scam auction, by the time it is reported and they get to it, damage has already been done and the auction is over.

More likely explanation is Ebay only gets money from sellers not bidders so unless your complaint involves a seller circumventing fees Ebay really could care less about most bidders complaints.
