You cannot clean them from the outside. Removing the drivers is not that hard to do.
You can also try rotating them the whole travel about 50 times, that might clear it up.

Yes, they are. The improvements are subtle, but they are there.

They are L-pad controls for your midrange and tweeters. Adjusting them will raise or lower the relative volume of the drivers in relation to the fixed volume of the woofer.
