Does not make sense to use SUT with an MM cartridge. Go for preamp which has more gain than Budgie or Get a Phono stage like Lesmodded Yagin MS12B and feed it to Budgie preamp as Aux input.

Did you calibrate the tester yourself?

I assume you watched wonderful restoration video by Mr. Carlson.
