My understanding is that this does not mean that they are the same recording (they can be, and often are, different masters).

And in my experience the SACD layer always sounds the best.

My point exactly. I wish there was a way to compare the same recording (same engineering). This would be the only way to know if the "better quality" is a function of the format or the recording.
