Kenwood l07t swap meet find no sound

picked up a nice kenwood l07t lights up signal strength needle move station center needle moves not no sound output just static. Took to local repair they told me replace a few bad cap and tested said he blew up 3 different speakers testing this sounds a little crazy to me so he got off of it for a while then started working on it again. Is it normal for repair shop to fix and then give estimate they did the same with my sx850 seems weird to me looking for opinions let me know what you think they have had this thing for 4 months

No, not normal at all. They should be checking any unit you bring in and then calling you with an estimate or an exact price.
Your first clue that the place is not capable of quality repairs should be that they "blew up three different speakers". That is just hilarious.
 
It seems to be a straightforward consumer-protection right for you to ask for a price straight up, before any work is done. Which he should have been able to provide to you pretty easily.
 
Well, you see this comming right?, he's going to try to charge you for his
''blown'' speakers... Haahahahhaahahhahaah!!!
