non working 2230b acquisition

Neighbour passed this one to me. Really not in bad shape cosmetically:

Lights come on, but no relay click. Tuner works great although I don't see a stereo light. Checked voltages on PS and everything is good. Opened up the bottom and what do I see:

Someone cut a bunch of the wires to the power amp board! I suppose they were trying to remove it at some point....
Is the obvious next step to reconnect those wires and troubleshoot from there? Or is disconnecting those partway through some troubleshooting process I'm not aware of?

Yep. On a dim bulb. I'd do a quick output transistor check first.
