CR 820 stays in protect

Measure the collector voltage of TR808. Should be around 12vdc. The voltage on the emitter of TR805 should be around 11-12vdc as well.
 
Ok here is what I found
I tested 805 first (because it was the first one I found) and the leg closest to the front and the one closest to the rear (the whole emitter,collector thing is confusing to me) would show around 12 or 13 for a second and then a 1 would show up The when I was testing 808 the leg closest to the front tested a steady 12.65 and as I was testing the rear most leg it clicked on and now it clicks on every time I turn it on
I have not tested it with speakers yet pending your further instructions but is this just a bad solder on 808? Could it be that easy?

Before disconnecting it and taking it back to the workbench I tested it again and it worked again
