I am the original owner of this amp and always loved it. The relays decided to stop working so I troubleshoot that down to faulty C608 and C609 in 12V power supply. Decided to test with signal generator and speaker. Get good tone out of speaker but the front display does not show a signal present. Is there a good way to test IC601? I have a DVM and o-scope.

Did you get this squared away?
I was going to suggest checking checking for supply voltage(Vcc),around 16 volts on pin 9 of IC601--- C615(shorted) or R605 (open) or solder connection, and/or going through the meter adjustment procedure.
