Yamaha CT-800 Tuning?

I just acquired one of these - seems to work.

But - even with the strongest stations and the stereo beacon "on" - I get low noise/static on every station.

Is this an alignment issue?

Also - I notice there are a lot of strong and clear signals - that have no (apparent) broadcast, just silence.

Is this kind of tuner still useful?

What antenna are you using?

Start turning things off in your house.. Wifi included.. Sounds like interference to me.

You should check out the stick thread on cleaning analog tuners. The CT-800 is a great one but after all of these years it will need some help. If you are lucky a proper cleaning of the tuning head will make a big difference, it did for me on several similar tuners.

The strong signal, no sound is easy to explain: try playing with the muting level. What is most likely happening is you have the muting engaged and the threshold level set high enough that it is muting or silencing some signals that are coming in fairly strong. Lower the level or turn off the muting and you will those stations but they will be noisy like the rest for now.
