It looks like glue, but it's so disgusting looking I'd probably clean things up and replace the caps anyway!

that's glue it needs cleaning off as it can go conductive .

What it was doing is when it came on the tuner in the window would flash real fast so I unplugged it.When I went to plug it in again I have no power at all.Would these caps cause that

it is possibly a bad power switch .
