HELP! JVC Tone Arm Dances after move!

After undergoing a long distance move, the tone arm on my friend's vintage JVC turntable will not sit down and play a record. It returns at odd times (angles) to the resting position and tries again. It is a direct drive, quartz lock model that also has a strobe and pitch control for speed - an odd combination I think. What might the problem be? If it is an electronic control issue, is it hooped?
 
A little more information about the JVC (which one?) might help with advice. Also, was it perfectly working before the move?

It is a JVC Model # QL-A5 Direct drive turntable. LL27293 AC 120V 60Hz 9.5W. It was working before the move, he says.
