This doesn't look right - Fisher FM-19 tuner

Here is a link to a schematic for this tuner, which came out of an Allegro console & gets its power from the matching X-19 amplifier:

Now that the amp is working ok, I started working on the tuner. I have cleaner the switch, and the pins & sockets for the tubes. Tubes all test ok. I replaced the two electrolytic caps in this picture, orienting them the same as the originals, but they both look backwards to me - The + side goes to ground. Is that right? It powers up, and there is some sound from one powerful local station, but mostly static. Switching from mono to stereo to stereo w/ filter makes no difference.

The big one is C28. It should be - to Ground (it's in backward). The small one (C38) is supposed to be + to ground. So that one's correct.

Flip the big one around.
 
Thanks, that got it. I have some other questions but I posted them on the Fisher forum.
