I really think that it depends on the audition of said speakers, what if the guy that rebuilt them actually knows what he is doing because he could have modified the crossover to match the tweeter. Then the crossover being adjustable can change how the speaker sounds completely with variations in between. For an all original untouched pair of speakers with new surrounds they may not be worth that money. But with the prices still rising on equipment, expert rebuilders are going to make improvements for a higher retail profit.
It doesn’t matter if it’s cabinetry, Muscle cars or homes, when popularity causes profit to escalate, it allows skilled people to create superior products and make more money. If stereo equipment manufacturers back in the seventies could have charged twenty-five percent more the capabilities of vintage equipment would have been better as manufacturers build everything based upon profit margins and attracting new customers.
Then most eighties equipment would have evolved into better equipment based upon profit margins instead of loosing build quality as they did. Only TOTL equipment in the eighties and nineties maintained some kind of quality.....in general.
