JVC XL-Z1010TN will not spin

My long-time wish came through few weeks ago, when I acquired a used JVC-Z1010TN. I have owned various JVC CD players (still have quite a few), but always wanted to hear THE ONE with the K2 technology. Well, I am not there just yet, unfortunately. It seems that the player does not spin. I have the service manual and a multimeter. I have found:

The pick-up lens moves up and down when the tray is closed (without a CD)
There is laser light - can see via my cell phone's camera
I have cleaned the lens
IC401 pin 11 does not become 5V

Any suggestion how to fix the issue? Is there an easy way to measure the power of the laser with just a multimeter as a tool?

Update: I have replaced the laser pickup from a working XL-Z444. No luck. Disconnected P803, applied 1.5V to the spindle motor, it works.

Anyone could suggest the next steps?
 
With the power off, move it away from the spindle motor. Turn the power on to see if it goes home. There is a sequence upon power up or closing the tray that happens in order. If one of the conditions are not met, it will stop. See this thread from @dr*audio ...

If you move the pickup away from the spindle and power it on, the pickup should move toward the spindle, close the home switch, then move back until the switch just opens. If it goes home but doesn't move back, the switch is dirty. If it doesn't go home, there is a problem with the sled drive.
 
Thank you all! I had learnt a lot. Moving the pickup away I realized that I was slipping the belt. Realized that the feed motor was stuck. It was set in pretty hard, but eventually I was able to turn it with my fingers. Now the player plays amazing! Interesting, though that the pickup goes home but does not move back. In the service manual it actually says that the rest switch needs to be on.

It is a great player. I have had since new for 30+ years. I now use it as my transport. Really glad that you got yours going!
