Sansui G-9700, pre power supply board F-3073 loose blue wire

Some time has passed. In a meanwhile, my crappy Chinese Fnirsi transistor tester started to show funny results on some transistors. Bought new one - Peak Atlas DCA55. Also replaced all the electrolytic capacitors.

Now:
The resistance of R620 and R601 are 16 Ohms (under DBT, the voltages on one end: 22.8 and 22.9V on the other end).
After TR604 (602 on schematic, next to TR601) and TR607 (next to TR606) replacement, I now get output voltages (under DBT, tuner board disconnected):

-14.1V, 5,8V, 14.8V (-12.2V 5.4V, 13V on schematic and -12V, 5V, 13V printed on board).
(First they were: ca -6V, 3.5V, 6V, after replacing TR601 and TR606 with MJE15030: -8.6V. 5.24V and 8.2V).

After connecting the tuner board, still under DBT, I get:

-10.4V 5.2V 10.5V
Is this OK and I'm safe to turn it on without DBT?

Some time has passed again...

Without DBT and with tuner board connected, I now have voltages: 14.1V, 5.2V and 14.6V.
I have no FM sound and no FM Stereo light (AM sound is present).
Signal strength is displayed (center point also), Quartz lock engages, but no FM sound.
Also digital scale is about 0.2 Mhz off compared to printed scale on dial (AM is about 30 kHz off).
