Luxman T-230 does not go to stereo

Otherwise it's working, but the stereo is not. Only very randomly I get stereo, and it goes distorted mess almost instantly.
HA12016 pin 12 is not 9V, but 0,2V, even when it works in stereo. Transistors Q103 and Q104 are ok.

Bares repeating yet again. 95% or more of no stereo issues are due to alignment being off.

I got it to stereo, but don't know how. Some channels are hissy, some distorted. The pin 12 is still not working correctly, didn't find any faulty component yet.
