Are the High Filter and the Low Filter turned off? If not, turn both off.

Yes, frequency generator is the same as a signal generator.

I'm suspecting C519 is bad. Likely has high ESR.

Also, for the offset issue, try swapping TR605 and TR606. See if the high DC offset goes to the Right channel.
 
Okay I'll do what you mentioned above, just poking around I'm looking at R615 .014v AC one side and .024v other side
R616 .404 volts one side .018 other looks to me to be a problem?
 
R616 is on the good channel. If you like, you can unsolder and lift one side of the resistor then check its resistance.

Also, if you don't have a replacement for C519 (1 uF, 50 volt) you can swap it with C520. Just be sure to keep the polarity straight. If the low channel goes to the right then that would confirm C519 is bad
 
I checked R615 (opposite of R616) and found that that 615 is not reading correctly it should be 100k it's reading 1K. I replaced r615 and I have both channels!!! Now both sides read 0.4 5 volts AC one side and .014-.016 the other. Both sides sound clear.
 
It was a 100k match to the other side, it's not a match anymore. My bias is off a little now so I have to give it a little bit of time to stabilize and then recheck. Still a little reluctant to leave it on for too long because a couple of those cheap resistors that I put in there a little warm. I'll place my order to digikey. I'll recheck all the checks you asked me to check to see if they change dramatically...
 
Could the resistor have been mislabeled from the factory? Got into the wrong bin? I just find it too coincidental that a 100k went to 1k. That means the only difference visually is one of the color bands is red instead of yellow.
 
I thought they were the same, mixed in with kitchen trash now. I have to take a look at anything that looks out of the ordinary to be sure everything looks correct.
 
I replace the resistors that were the cheap ones with some good ones. Everything is playing well clear but I seem to have a problem with one side being warmer than the other side. attached is picture. I've run it for a good 4 hours straight.
